PART-I
Introduction
M.P Text Book Corporation is a registered society under the M.P Society Registration Act- 1973. It was established in the year 1968. Long term objective of the Corporation is to aid and promote advancement of education in general and school education in particular for which the basic function of the Corporation is printing, publishing, stocking and distribution of Textbooks of Class 1 to 12 for schools in Madhya Pradesh. The Corporation has framed its Rules of Business (Regulation 1974) and conducts its operations within the frame work of these rules. In addition, the Corporation also adheres to the instructions issued by the State Government from time to time.
The executive powers of the Corporation are vested in Board of Governors, headed by a Chairman of the Corporation. The Chairman of the Corporation and members of the Corporation, Board of Governors including the Managing Director, who is the Chief Executive of the Corporation, are appointed by the State Government.
The head quarter of the Corporation is located at Bhopal. There are 8 main depot and 7 satellite depot at various divisional and district level and one Central Depot (Paper Depot) at Bhopal. Through depots, distribution of textbooks and other text material is managed by the Corporation. Paper procurement and printing job is done by inviting tenders on All India basis.

To promote and develop value-driven education empowering students with professional competencies so that they excel.
2. Mission :
a. To act as a premier organization for production and distribution of educational textbooks and other text material for school children in the state of Madhya Pradesh.
b. To synchronize with the latest technological advancement in the field of textbook production
3. Objectives of the Organization (Long-term and Short term)
3.1 Long Term :-
Long term objective of M.P. Textbook Corporation is to aid and promote advancement of education in general and school education in particular.
3.2 Short Term :-
Short term objectives of M.P. Textbook Corporation are
a. To print, publish, stock and distribute, the prescribed textbooks and other text material of Class 1 to 12 in the state of Madhya Pradesh,
b. to manage printing & distribution of textbooks and other text material for school students at reasonable price, and before the commencement of the academic session.
c. To facilitate research in the field of school education in general and evaluation of text book production in particular,
d. To provide grant-in-aid for infrastructural development of government schools and to provide grant-in-aid for the advancement of educational activities.
4.1 Action Plan and Activities Undertaken by the Organization to Achieve Objectives:
M.P Textbook Corporation is expected to supply textbooks of class 1 to 12 in the state well before the commencement of academic session. The Corporation has prepared an annual action plan in which each activity has been specified (Annexure-1). A perusal of this action plan will show that the time limit for different activities along with officers/authorities responsible to execute them is clearly defined. At the same time the Action Plan also shows that the main activities of the Corporation are based on inputs provided by other authorities of School Education Department of State Government. These authorities have to provide necessary inputs well in time. The Corporation consistently works toward improving the quality of textbooks and other text material substantially to make them more attractive for school children.
4.2Main activities of the Corporation and problems concerning them are as follows :
a.Making textbooks available before the commencement of academic session:-
If the manuscripts of the textbooks are made available to the Corporation as per schedule and correction/addition are not made in between the session the Corporation can make textbooks available before the commencement of educational session. (Expectation from Govt., point 1 to 4 of Part-III)
b. Infrastructure development/Construction of Godowns :
State Government has allotted the land to the Corporation for construction of godown for storage of paper and books in Bhopal . Construction work of godown building on this land is in progress. For proper storage of textbooks, Corporation is planning to construct depot buildings and godwons at various depot levels in phased manner for which the state government is expected to facilitate the allotment of Government land. (Expectation from Govt., point 8 of Part-III)
c. Staff setup :
Turnover of the Corporation increased manifold in last few years and due to bifurcations of the state, 26 % of the post were transferred to State of Chhatisgarh. , further as per precondition of implementation of 5th pay commission the Corporation abolished 30% of sanctioned posts. The present setup of the Corporation was adopted in the year 1979 and due to continuous decrease in the strength of employees at present the Corporation does not have sufficient strength and proper skilled staff to perform the assigned jobs. To meet the future requirements of the Corporation and to make the management officer oriented as per the concept adopted by the progressive PSU's, a new setup has been prepared and Board of Governors has approved it. State Government's approval is expected to implement new setup. (Expectation from Govt., point 9 of Part-III)
d.Distribution of textbooks for School students on reasonable price :-
Presently Corporation is not loading any cost of capital to the prices of books, hence to make the textbooks available at reasonable prices it is essential that RSK and CPI must provide 85 % amount of textbooks as advance to the Corporation. If the advance amount is not made available to the Corporation the Corporation shall have to arrange funds from the financial institutions or from its Reserve fund and in that case cost of capital will be added to the prices of books. (Expectation from Govt., point 5 of Part-III) (See Annexure 1)
e.Income tax exemption :- State Government may assist the Corporation by taking up the matter with the finance ministry of G.O.I so that the Corporation qualifies for the exemption from Income Tax under Income Tax Act, 1961. The Corporation is defending I.T cases since A.Y 1988-89 the total amount involved in these cases is about Rs. 85.00 Crore. (Expectation from Govt., point 7 of Part-III) (See Annexure 2)
f. The Corporation shall make available grants to the educational institutions run by the State Government for promoting and advancement of education, sports and cultural activities. Such grants should be made from the probable surplus generated after assessing the needs of funds for infrastructure development of Corporation itself.

Better quality 80 GSM Maplitho paper is being used & printing on sheet fed machines for text books of class 1 for the academic year 2013-14.
- Quality of Cover paper has been improved. Coated M.G. cover paper is being used for cover of textbooks procured.
- Product (textbooks) design has been improved and for ensuring clear distinction between books of free distribution scheme and open sale, a colour strip is being put on the spine of books to be sold in open sale.

PART-III
EXPECTATIONS FROM GOVERNMENT
1. The Government to ensure that the proposed changes, correction, additions in the textbooks shall be communicated to the Corporation through Rajya Shiksha Kendra/ Madhyamik Shiksha Mandal prior to 12 months from the commencement of concerned academic session, so that the Corporation can make textbooks available before the commencement of educational session. (refer point 4.2 (a ) of part-I)
2. The agencies of State Government such as Rajya Shiksha Kendra, Directorate of Public Instruction, Board of Secondary Education to provide manuscripts of the textbooks latest by 31st August 2012, for the coming academic session. (refer point 4.2 (a) of part-I)
3. Information regarding the number of books to be provided under the various schemes of Govt. be communicated to Textbook Corporation by 31-7-2012 for preliminary figures and by 01-09-2012 for final figures. (refer point 4.2 (a ) of part-I)
4. Rajya Shiksha Kendra, Board of Secondary Education, Directorate of Public Instruction and State Open School to provide information of miscellaneous printing jobs, apart from regular textbooks, along with specifications of printing paper & cover paper by 31st of July 2012. (refer point 4.2 (a ) of part-I)
5. 85% of amount required for purchase of textbooks by various government agencies to be Paid in advance and the remaining 15% to be paid within one month of the date of delivery of the consignment. otherwise cost of capital will effect the prices of books adversely as corporation shall have no other option but to arrange the fund to the market. (refer point 4.2 ( d) of part-I)
6. Govt. to provide all reasonable help for the recovery of dues against MPSRTC.
7. The State Government may assist the TBC by taking up the matter of imposition of income tax on TBC, with the Ministry of Finance GOI. (refer point 4.2 (e) of part-I).
8. The funds generated through excess of income over expenditure to be utilized for developing infrastructure of the Corporation such as acquiring land for construction of godowns etc. for which the State Government to facilitate the allotment of Government land. Construction of godowns will be done in such locations where Corporation is using rented godowns.
9. To meet the future requirements of the corporation to make the management officer oriented as per the concept adopt by the PSU's a new setup has been prepared and got approved by the Board of Governors. State Govt. approval expected to implement new setup.
